I’m using NetNewsWire on macOS and iOS, using iCloud a the database to keep read/unread articles consistent between devices. It is AWESOME. But I can’t install the app on my work machine.
Is there a web version of NetNewsWire - or another RSS reader on the web - that can integrate with the NNW db on my iCloud?

No. In fact I’m not aware of any service or app that uses iCloud as a backend that has a web app available.

I doubt that would be possible, since the idea of a "web version" would have no real way of accessing your iCloud account from through the web like that. You'll probably want a backend like Inoreader, Feedly, Feedbin, etc.
