Car Sales tax refund/credit when moving from NJ to NY
I think that you're missing some things here. You previously had the car titled in NJ as a NJ resident. You're now moving to NY to become a new resident there, more than 6-months after owning the vehicle. There should be no reason that you would need to complete the DTF-804 since you are merely transferring a registration. I believe that form is for use only in you're a NY resident at the time of purchase and would owe NY sales tax as a resident. You will still have various registration fees, but the sales tax was satisfied by paying NJ sales tax while being a NJ resident. There may have been other issues if you moved it into NY within that six-month window, but that time period should clear you. I would check the NY DMV guide to see if you may be exempt from paying the sales tax on this particular vehicle. More on reddit.com

Hi everyone,

I'm going to study for two months in NYC over the summer, and my colleague was telling me that I could potentially get reimbursed for sales tax since I'm not a US citizen or a permanent resident.

I've asked a friend who lives there but he doesn't know, and there's a lot of info online but I'm getting a bit confused tbh.

Does anyone know?

I travelled by car to Plattsburgh, NY on the weekend. I purchased a set of hand wrenches at the local Sears store and, of course, paid the NY state sales tax. When I returned to Canada I was a good citizen and declared my purchase. I thought that I would have to pay GST + PST on the price of the tool set. But no, I was charged on the total price shown on the bottom of the sales receipt which included the NY sales tax. I complained, saying that I was paying tax on top of tax and in the case of the Quebec PST/TVQ, tax on tax on tax. The Canada Border Services agent said "too bad, we charge on the transaction total".

In other words, their assement is on the total you paid to the merchant regardless of what you bought. For example, let's say you went to McDonalds and bought a $20 meal for youself and your wife and a kid's $2 toy (for your nephew back in Canada). You ate the meal at the McDonald's and kept the toy. When you got back to the Canadian border you declared the toy and showed them the receipt. You would be charged GST & PST on the total price of $22.
