Why don't more fringe NFL players go to Canada?

There's a reason you're a backup in the NFL. Going to the CFL isn't going to really make you get better. There is a very limited chance you will come back to the NFL, but you will almost always make more money as a backup in the NFL than the CFL.

Talent level in Canadian college football?
The talent level in CIS football is pretty low to be honest. I current go to a school in the OUA (think of it as like the B1G), with one of the better football programs and the level of skill of the players is quite low. Tyler Varga who played for the University of Western Ontario in his rookie year and was arguably the most talented running back in the nation left to go to Yale. While this year he tore it up at Yale with over 1400 yards Rushing he was widely regarded as the next big thing in CIS football and is only able to do so at a mediocre at best D1 team. For the most part the league is mostly Canadian players. The recent CIS championship between Montreal and MacMaster consisted of an all Canadian field. As well as this full-ride scholarships for athletics don't exist in Canada, with large programs like UWO only offering a maximum of $3500 in scholarships as of 2012. tl:dr CIS football isn't great and there's limited scholarships More on reddit.com
