Small steps.
First off, you need a job. We are not talking your "forever career" here. You need income. You are in New York City. There are jobs in New York City, I promise you.
For regular hours, maybe try something like a call center. They hire entry-level people all the time. You can also try waiting tables. That's cash every day and you can do very well. Also, it's great for developing social skills.
Do not worry about your "forever career" right now. Just take it off your plate and stop thinking about it. Revisit it in a year, but right now you need to focus hard on finding a job that will pay the bills. Don't worry for a single minute about "Is this what I want to do forever?" or "Will I enjoy it?" Those things don't matter right now. What matters right now is "Is there a paycheck involved?" If the answer is yes, then it's worth it.
Get online, grab a few local newspapers, and start searching for jobs.
Next step is finding a home. You will need to save for first month's rent, last month's rent, and a security deposit. To save money, consider finding a place with roommates. Not only will that help you with your social skills, but it will help you save money.
Right now, in life, your sole focus should be those 2 things. No overthinking. No whining that the jobs available to you aren't fun or exciting enough. Entry level jobs suck, and the good, fun, cushy jobs are given to the people who make it through the boring, awful entry-level jobs. You're 25 now, if you don't get job experience by the time you're 28 or 29, then you'll be 28 or 29, still looking for entry-level jobs, lamenting that no one is hiring you for the $100,000 per year awesome jobs in the music industry even though that's what you really want (with no experience).
Getting some solid job experience right now, as well as a steady income, is what you need.
You have dropped out of college 4 times. This may be hard to hear, but college is not for everyone. College will be no different the 5th or 6th time. It's still hard, it still requires classes you don't care about, it's still time-consuming, and it still takes a lot of money to pay for. You don't even know what you want to do. So right now, I just don't see how college is a smart decision for you. Dropping out once, well, it happens. Dropping out twice - that can signify some life issues. Dropping out three times is a big red flag that this isn't the right environment for you. Dropping out 4 times seems to me to be a very clear sign that college is not for you at this point in your life. The good thing is, colleges will always be there. You don't need to go back to school right now. You need income and housing.
