This thread helped me. Set admin and user password, disabled fast boot. This set my secure boot to enabled. However, I got secure boot violation. So I had to go to secure boot keys and update each of them(5 in total) to system default. This fixed it.

I found another fix if nothing else works on this post here: Go to 1. Boot 2. Secure boot 3. Open the drop down that configured the keys (forgot the name) 3. Press install default keys

I had the same problem on a Lenovo ThinkPad P52.
In the BIOS, Secure Boot was enabled, but Windows 11 showed "Secure Boot State" as "Off".
The cause was, that the Secure Boot Mode in my BIOS was set to "Setup Mode".
To change it to "User Mode", I had to select "Restore Factory Keys" on the Security Page in the BIOS.
After that, I could start the computer and Windows 11 displayed that the Secure Boot State is "On".

Lol! I wanted to check your motherboard's BIOS manual so went to Asus and looked up your board, then clicked on Support, and the FAQ appeared with the #1 question being: How to enabled or disabled Secure Boot ? Perhaps a visit to your motherboard's Support page(s) is a good idea.
