You don’t use AirTags to track and retrieve stolen items, you use AirTags to track and retrieve lost items. If you lose or misplace your wallet an AirTag is a good way for you to locate it. If someone finds it with the intension of keeping its content like money or credit cards they will likely dump the wallet once they have what they want or, if it’s a nice wallet, they’ lol just throw away the AirTag. Also, these are also compatible with Apple Find My and are better for use in a wallet than an AirTag since they flat like a credit card.
