I'm not sure what the root problem was, but after contacting Apple support, they asked me to try changing my password on iCloud through the iCloud website, and then log out of my Apple ID locally and log back in again, which worked to clear the notification, and I can access the iCloud settings again.

August 2, 2024 - Like we have said, with “you can try your passcode again in (null)” message, go back to the lock screen and see if it asks you to try again in a period of time. If not, you have to continue the erasing iPhone process on the screen. And this is done with your Apple ID password.
