So right now, we have an old CPU case (Cooler Master CMStorm white) that has the following components:
-Intel Core i7 3770k
-Nvidia ASUS Geforce 1060 6GB version
-some Mini ITX mobo by Asus
-8GB DDR3 RAM
-1TB HDD
-Corsair CX750M Bronze PSU
My question is:
What video cards have the built-in NVENC chip?
The one that allows you to simultaneously do BOTH 1080p livestreaming + 1080p Gaming in One PC?
Does the 1660 Ti have it?
Or would I have to go up to the RTX2060?
Also, I thought about 3060Ti.........but it might be a bit above budget (but we'll see.)

Since you are actually more interested in performance (Frame Per Second) than in the NVENC engines count, please consider my below rounded up figures. I've compared GTX 1060 and GTX 1080 only.
- H264, GTX 1080 encodes 70% faster than GTX 1060
- HEVC, GTX 1080 encodes 140% faster than GTX 1060
