How do I control fan speed on Nvidia Control Panel | NVIDIA GeForce Forums

What software do you use for fan control?
Why is Nvidia hiding basic features like fan control and overclocking in 3rd party apps?

Own an Asus Tuf 4070 Ti and want to setup a fan curve profile. I have always used MSI afterburner but now that there are rumors is not going to be supported I was wondering what are you guys using? Unsure how good Asus GPU TWEAK software is
This has been really annoying me lately. I need to use a custom fan curve on my GPU because the default one just turns the thing on and off all the time. Which is fine, I don't mind using a custom fan curve. But why do I have to install a (kind of fishy looking, to be completely honest) pretty heavy third party application to do that, and not only that, have to have it running in the background 24/7? It's not even open source either, so I can't even tell what it is doing. And everyone who wants to overclock, undervolt, or do anything like that needs to install and constantly have third party software running in the background. And if you're on Linux? Ah who cares about Linux users.
Why is this functionality not included in the driver control panel, or at the very least in Geforce Experience? AMD have it in their driver panel as far as I am aware (and they have FPS limiting too, which is nice).
Not only that, but Nvidia is not even enabling other developers to write their own tools for this. The publicly available version of the NVAPI (which is what afterburner/precisionx are using to communicate with the driver) is completely laughable, you can retreive a few values but not set anything.
And please don't tell me that it is about security. First of all, the BIOS is enforcing values that won't immediately burn through your GPU anyway. But more importantly, it's not like the NVAPI dll checks for a digital signature or anything. You can just reverse engineer what afterburner/precisionx are doing and call the same functions, and people have already done that. Of course, without proper documentation this is pretty fishy and will essentially prevent any sophisticated open source alternatives. But you know who could not care less about that? Someone trying to fry your GPU.
So, why is Nvidia doing it? Honestly the only reason I can come up with is that EVGA and MSI are paying money to get somewhat exclusive access to the full documentation of the NVAPI. But how much money could that possibly be, and is that really worth a worse customer experience? I'm not going to pretend like I have a choice here, AMD clearly doesn't have anything that will be able to compete with Volta or even a 1080 Ti in the near future, but is that really a reason to treat customers like this? Aren't forced registrations to get access to Geforce experience bad enough already?
I've got an old GTX 1080 which I've had to do a fan replacement on. But now when my PC is idle and every other fan in the computer are off, the fans on the GPU will keep spinning up and down every 2 seconds or so, and these aftermarket fans are very rattly when they spin up and cause a very loud burping sound. I'd rather they were always spinning slow on idle as that would be silent in comparison... How can I control the fans of the GPU?
