Yes. As long as the Nvidia drivers get installed (which requires an Nvidia GPU of any series), the system tools should install.

It is said that in order to use Nvidia System Tools to control LED and fans on a non Dell motherboard, Nvidia GPU or chipset is prerequisite. Nvidia system tools final release is ver. 6.0.8 in 2011 and supports Geforce up to 500 series and OS up to Windows 7 64 bit.
