How did you get this ticket? Does it have other wrong info like make, model, color of car? I would guess it’s supposed to be attributed to another car with the same license plate in another state or a similar license plate and they misentered it. Surely the chances of that misentry being the same make model and color as your car are astronomically low. I think anything about you having ever been to nyc, or your transit and parking in PA, are irrelevant since this is issued to your car and your car has never been here. They are rejecting the appeal because you’re not addressing the actual error. I would re-submit your appeal and say “this vehicle has never been driven in nyc; ticket is attributed to this car in error.” Assuming the other info is wrong on the ticket, say this plate belongs to a xyz car, not the xyz ticketed. Send a photo of your car and your license plate with it. Don’t get into more information about where you parked in PA and what you did that day. That doesn’t matter and it’s confusing them.
