Why are oakley glasses considered tactica/tacticool? Do they have some sort of special filter?

I was shopping over at OakleySI: the military focused version of Oakley, and I noticed Ballistic Goggles that said that they are APEL (Authorized Protective Eyewear List), but strangely it says they are restricted to DOD customers only.
For actual testing, I’m able to add it to the cart no problem other than clicking “okay” acknowledging that the account is a DOD, despite being Army.
For context: I’m buying my cousin a pair of Ballistic Goggles and M-Frame as a gift to upgrade from his hand-me-down ballistic goggles. I’m using my Brother’s OakleySI account to do the shopping for massive discounts (He is Army vet), and I am wondering if Army qualify as a DOD customer.
Hi all! A family member mentioned that they’d like Oakley mirrored ski goggles as a Christmas gift idea. They are pretty expensive, so I was wondering if you guys have had any luck with different brands at a less expensive price point? Or are the Oakleys really worth the price? Thank you! ⛷️
UPDATE: Wow, thank you all for the info!! I sincerely appreciate it. I am going to suggest a trip to try some goggles on in person and see what they are most excited about. If it’s something I can’t afford at this time I will choose a gift card to a local ski shop!
