What are the differences between Microsoft 365 and Office 365 licenses?

Is Microsoft Teams included in Microsoft 365 and Office 365 licenses?
As of April 1, 2024, Microsoft Teams is no longer included for net new purchases and must be purchased separately as a standalone product. Customers who already have the bundled version are not impacted by this announcement.
We're a municipal government, we're looking to reduce costs with Microsoft licensing (who isn't).
We already know we want to assign F3 to folks like our Equipment Operators that work out of our Public Works department, they never are on a PC using Office and email very little.
I'm just wondering other people's use case(s) for Microsoft's F3 license? What sector are you in and how to utilize the license (and for what type of user)?
