Ohio should be slang for "mid" because we are so incredibly average. There are by far worse places but also better ones. We live squarely in the middle of the road. Also, as a German your friend might specifically enjoy Ohio. German is our third most spoken language after English and Spanish. It's still fairly common for schools here to offer German as a foreign language option. Lots of German immigrants to this area around the turn of the last century. Columbus and Cincinnati have a lot of German heritage and cultural influence.

Gen Z are saying things like:
Only In Ohio: How can something only be in Ohio. Ohio is just a state, not like any other universe or planet.
Rizz: Apparently this means style or attractiveness. Like some of my school friends are saying "You have infinite rizz". "You are the god of rizz!".
Skibidi: This is supposed to mean evil or bad in gamer terms.
Please help, I was born in the wrong generation!

It doesn't actually mean anything as an adjective. It's become a somewhat popular internet meme to portray Ohio as a sort of apocalyptic wasteland full of deadly dangers. That's probably what's confusing you. The name Ohio is derived from a word in the language of the Seneca Native American tribe which means "great river."
