Is fake multiplayer allowed for mobile games?

It's pretty common to have new players in a mobile game face bots for their first few games so they can get a >90% win rate. Players losing games leads to them quitting out and not coming back. Additionally, plenty of 'multiplayer' mobile games are actually asynchronous. You play against a set base, you race against someone's recorded time, that sort of thing. All of that being said, sometimes popular games just run like that. Clash Royale can give you pretty much instant matches that run well even in bad wi-fi. More on reddit.com

Can I make a two player mobile online multiplayer as a solo dev?

If you are talking about a game like Chess that you just put online as a project, then definitely yes. You can run off the free tier of something like Photon or a free/super low cost AWS/EC2 instance. You can build an interface for Chess in Unity without a lot of experience, integrate the rules for how pieces move, and get it out there. You'll have to pay for the developer fees on whatever mobile platforms you launch, build it all yourself, use some free game assets, and that's about it.

The further you get from that, the harder it is. Contra, if you mean like the NES game, is multiple orders of magnitude harder to make than Chess. If you want to let players play against an AI in Chess, that's a harder problem as well. Or if you want a mobile game with things to buy, or some kind of progression, or anything else really. Don't try to get into anything mobile or multiplayer as a commercial enterprise without a lot of experience and money to spend, but as a hobby or fun project, you'll be fine.
