This is Tamal trying to help you with the issue.
Yes, you can go you with the fresh installation. You may not need reactivate windows upon installation as the process is automated. You can still use your windows 7 key during installation or proceed with choosing I don't have a key option.
I think your reset was not complete or might be initial installation was done as a domain joined computer. You have tried all the good things and those should have worked, but as that is not happening better go with the fresh installation after creating an installation media.

Since according to AveYo (thanks for this) this is only temporarily integrated into Windows 11 by Microsoft, one can assume that this command will not work for much longer. I truly hope it remains.

Then you can reactivate the Internet connection and add a password to the account, as well as make all other settings.
Alternative Workaround that should remain feasible, more trouble than the simple above command:
If the Internet is disabled, you start the reinstallation of Windows 11. You get to the window: "Unfortunately you have lost the Internet connection". From here it starts. Replace "User Name" with whatever you wish to use for the account:
Press Shift + F10. The command prompt opens
net.exe user "User Name" /add
net.exe localgroup "Administrators" "User Name" /add
cd OOBE
msoobe.exe && shutdown.exe -r
Windows will now restart and start with the other settings until Windows 11 is installed correctly with a local account.
When logging in, "The user name or password is incorrect" now appears.
Simply press OK and select the right account at the bottom left of screen. You should have one for Administrator and one for whatever name you used as "User Name" above.
Lets hope the simple oobe\bypassnro stays, as I have used both methods, and the first is by far the easiest.

You could try to bypass the whole LogIn process using command prompt. When it prompts u to choose a country or region, right at the start of the installation, press shift + f10. In the command prompt, use OOBE\BYPASSNRO and the installation process will restart, but, you could choose the option to skip connecting to a network, using a limited setup, it jumps you way faster through the installation process. The only downside is that u might need to use a wifi adapter for network connection since it has no drivers. If u run on cable ethernet, you should be fine. U can connect to ur Mic. acc. and such later with this aproach.
I finally able to overcome this issues, here's how:
First, the condition of the laptop I used is bought from second hand market, and it contained a virus; and that's the reason why I want to re-install everything.
After several failed attempts to reinstall as I mention in the question, I tried OOBE\BYPASSNRO as told by @Andrei Boar, but it failed, because the command prompt said the command is not recognized. I've tried disabled the Wifi and change the regedit as I found in this forum as well, but the issue remain the same.
Then, I tried to factory reset using command prompt by this command:
c:/ systemreset --factoryreset
And then, I enter bios and change the bootable into the USB which contains the Windows .ISO installation file, after re-install the windows, this time it has an option on the bottom-left of the screen says "I don't have internet connection", so I could continue the installation process.
Latest and fastest way I found to bypass Windows 11 OOBE, no need to run ipconfig /release or setup a Microsoft account.

Even with the latest Windows 11 updates THIS METHOD IS STILL THE BEST!!

I have a p1gen4. I have reset pc and am completing windows 11 setup like a new pc. And the “let’s connect you to a network” screen I am entering command prompt “oobe\bypassnro.cmd” and the computer restarts. It takes me back to the network connection screen with no option to continue without internet. I have tried many times and keep restarting to the same screen.
Reviewing internet advice It seems like it should restart and go back to language screen and then give me an option to continue without internet. Why isn’t this working? Any ideas? Was this option removed? Is there any other way to continue and creat a local account only?
