Did you try? Hit SHIFT-F10 keys at the same time to open a command prompt, and type OOBE\BYPASSNRO shutdown /r /t 0 If the above doesn't work, try this reg add HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\OOBE /v BypassNRO /t REG_DWORD /d 1 /f shutdown /r /t 0 EDIT - For more info: https://4sysops.com/archives/install-windows-10-11-22h2-without-microsoft-account/

r/sysadmin on Reddit: Windows 11 Bypass OOBE When bypassNRO Doesn't Do the Trick
March 13, 2025 -

Latest and fastest way I found to bypass Windows 11 OOBE, no need to run ipconfig /release or setup a Microsoft account.

EDIT:

Even with the latest Windows 11 updates THIS METHOD IS STILL THE BEST!!

Watch this in action: https://youtu.be/MXrYXH-ueIQ

Use a command prompt to create a local account during OOBE and then skip it completely:

  1. SHIFT + F10 (or SHIFT + FN + F10 on some Dell PC's)

  2. net.exe user 'username' 'password' /add *I recommend entering a password but it is optional*

  3. net.exe localgroup Administrators 'username' /add

  4. cd oobe

  5. msoobe.exe && shutdown.exe -r

June 28, 2025 - By the time you get to open a CMD shell, OOBE has gone past the bypass check. So the reboot in the script restarts OOBE in a location a little earlier (because the checkpoint isn't exactly in the same spot). And now the bypass value is processed. So I'm not surprised that forcing a reboot makes ...

However, the Shift+F10 and OOBE\BYPASSNRO method did do the trick and after a reboot we were allowed to continue with a local account. We did not get to the [email protected] stage, which would have been our final fallback position had the Shift+F10 option also failed. This feature is currently only available to those who add LCU (Latest Cumulative Update) to their ISO.

This was first discovered in Insider Preview Build 27881 (Canary Channel), and at the time, it was thought to be a bug. However, it's now present in Public Release build 26100 (also known as 24H2), and I believe it's not a bug but a feature.
