November 27, 2024 - Easier alternative: Press CTRL+SHIFT+F3 to enter Audit mode (bypass OOBE and login with the built-in Administrator account without creating a user). From there you can go to Settings, Accounts, Other Users and create a local account.

More specifically “ ‘oobe\ is not recognized as an internal or external command”

March 30, 2025 - According to that insider blog posts, this option will no longer be available in future Windows 11 releases. If you try the OOBE\BYPASSNRO command in the newest Beta build, you will get the error Command not recognized.

Since according to AveYo (thanks for this) this is only temporarily integrated into Windows 11 by Microsoft, one can assume that this command will not work for much longer. I truly hope it remains.

Then you can reactivate the Internet connection and add a password to the account, as well as make all other settings.

Alternative Workaround that should remain feasible, more trouble than the simple above command:

If the Internet is disabled, you start the reinstallation of Windows 11. You get to the window: "Unfortunately you have lost the Internet connection". From here it starts. Replace "User Name" with whatever you wish to use for the account:

Press Shift + F10. The command prompt opens

net.exe user "User Name" /add

net.exe localgroup "Administrators" "User Name" /add

cd OOBE

msoobe.exe && shutdown.exe -r

Windows will now restart and start with the other settings until Windows 11 is installed correctly with a local account.

When logging in, "The user name or password is incorrect" now appears.

Simply press OK and select the right account at the bottom left of screen. You should have one for Administrator and one for whatever name you used as "User Name" above.

Lets hope the simple oobe\bypassnro stays, as I have used both methods, and the first is by far the easiest.

The Microsoft Account Bypass didn’t work, as noted in 2678102 & 2678178. (I tried a number of times, there has been a change. After the “Oops, something went wrong” it does not let you set up a local account.

March 5, 2022 - I was installing a brand new laptop with Windows 11 and happened to appear the Connect to a Network dialog. I pressed F10 to open the command prompt and typed OOBE\BYPASSNRO. It returned "OOBE is not recognized as an internal or external command" I felt disappointed thinking Microsoft changed or didn't include it anymore on new equipment.

Did you try? Hit SHIFT-F10 keys at the same time to open a command prompt, and type OOBE\BYPASSNRO shutdown /r /t 0 If the above doesn't work, try this reg add HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\OOBE /v BypassNRO /t REG_DWORD /d 1 /f shutdown /r /t 0 EDIT - For more info: https://4sysops.com/archives/install-windows-10-11-22h2-without-microsoft-account/
