I am reading the book Turkey: A modern history and ran into this passage:
"Immigration of Muslims into the empire had been a feature of Ottoman life since the late eighteenth century. It was caused by the expansion of the Russian Empire along the shores of the Black Sea and in the Caucasus. After the Russian conquest of the Crimea (1771) and again after the Crimean War (1854–1856) large numbers, possibly up to half a million, of Muslim Tatars had migrated from the northern shore of the Black Sea. More to the east the Russians had been able to incorporate the uplands of the Caucasus in 1864, after a long struggle against Circassian guerilla groups. Again, many Muslims, sometimes including whole tribes, preferred migrating to the Ottoman lands to living under Christian rulers. Sometimes the Russian army and Georgian and Cossack bands had terrorized them into leaving. The total number of refugees from the Caucasus has been estimated as high as two million."
Among these displaced Muslim populations, was there ever any political goal for the empire to recover this territory so they could return?
