"Website" and "web app" are sort of synonymous, the former generally being used to describe a more static web app intended to convey information more than to be interacted with. That is to say, ZAP can scan both websites and web apps. As for network scanning, you could use something like Nmap to get a list of hosts on a network and then send the servers with HTTP listeners to ZAP. More on reddit.com
