You should be able to see if you qualify just by going to Paypal.com, logging in and clicking on the "Save $5 offer."

If you qualify, just download the app and login. The money should be in your account within a week or so it says.

I'm not sure exactly what deems qualification - I did not have the app before and I'm not a power user of Paypal by any means, just use it once every couple months or so.
