Yes, to keep/spend funds in PayPal, you need to set up a cash account aka balance account. This is the case ever since April 2019. Or, withdraw immediately to linked bank acct or eligible debit card. More on reddit.com

I thought I had money in my account (although I could have transferred it all out at some point). The thing is that my balance isn't showing up at all, not even $0.
