I believe you dont even need a bussiness account to send those invoices. I think a verified account is enough. And since there are a lot of credentials floating around on the web it is likely that this will happen more and more if paypal can't controll it somehow. More on reddit.com

I thought you folks might be interested in an email scam I received yesterday; an email that said I had an outstanding invoice that needed to be paid from PayPal.
Now I obviously this tripped my scam senses, but it had made it to my inbox through google's spam stuff and I couldn't immediately work out how it was a scam, the email appeared genuine, it did actually come from PayPal, it had passed SPF, DKIM etc, all links went to genuine PayPal URLs.
It was then I realised what the scammers had done.
PayPal lets you use them for invoicing, if you have a PayPal business account (or more likely if scammers have access to a compromised PayPal business account) you can go "Create me an invoice, send it to this email address, with this information in it"
They raised a real invoice for $500 and in the information where you're supposed to put details about the invoice they had just put "This money will be invoiced immediately, If you wish to contact us about this charge, please phone xxx xxxx xxx", at which point you end up with a scam call centre who will work you through some sort of banking refund scam like you see on Kitboga, Jim Browning and Mark Rober et al.
But for all intents and purposes, this looks like a real email that has genuinely come from PayPal, because it really has genuinely come from PayPal.

I got one of these the other day as well. PayPal totally blew me off when I reported it as attempted fraud. Their stance was that because no money actually left my account that it wasn't an issue. They don't even care!

But I got an email that says it's from Paypal. I'm 99% sure it is actually generated from PayPal, but it's just a fake invoice. After looking on here, I saw similar posts from 2 years ago. I guess it's a fake invoice scam and they just hope people aren't paying attention and just pay it? I don't know but I'm BROKE and I'm not a company lol.

I got the same email an hour ago. I called the 1-866 number on the email (for reporting scam invoice) and immediately hung up because the receiver on the other end of the phone said “hello?” Like he didn’t know who I was calling. Then I found PayPal’s actual customer phone number from their website and talked to a real customer service agent. That agent said that 1-866 phone number does not belong to PayPal. The whole email is a scam even though it looked like it came from [email protected] . I was told to block the phone number from the phone. They have notified authorities.
