This takes you to the preferred payment screen, with the "send payment" button at the bottom. But, at the top, in the box just under the amount you want to send, Click Change next to the default "paying for an item or service." this will allow you to change it to sending money to friend or family.

The friends and family option is missing when I try to send a specific person money. We do send money back and forth a few times a week. We live together, share bills and I use PayPal as a “bank”. All my money goes there. I went to send them money this morning and the option was gone. I was essentially forced to send it as a goods and services payment. I checked on other people who I’ve sent money to before and I’m able to send it to them as a friends and family payment. Can anyone explain what has happened? Have we reached some limit?

It means either you or they have a business account. Paypal just removed the "family and friends" option from all business accounts. The greedy scum gotta leech as much from us as they can. I also use Paypal for both business and banking activities. For example, I'll sell something to a customer. And then send my sister some of that money so she buy me something (using her PP card) while she's out in town. This has me pretty mad. Paypal has been highly convenient for me until now. I'm seriously thinking of alternatives to Paypal for the first time in two decades.

I'm sending balance to my brother's paypal account. My paypal account is from Nepal with USD debit card linked and brother's paypal is from Australia (If this matters) . The only option I get is for goods and service which is not what I'm paying for to my brother.

It's because one or both of you use a business account Or Friends & Family isn't available in Nepal and/or Australia (Afaik, there's no F&F in Nepal)

I too, noticed today that I no longer have the Friend and Family option. So I proceeded anyway and was presented with a dialog regarding Purchase Protection. It seems the default (for me, at least) is set to 'Add Purchase Protection'. The dialog will state that this is free for you - the sender, but will charge a fee to the recipient.
