So the reason I ask is because it is less clear than I originally thought. It seems they get charged when I choose services etc, but also they've been left out of pocket when I choose friends & family too? All I wanted to do was pay them for something they are posting as a gift. I am quite new with this so what should I choose next time. Is friends and family the right thing to do?

If they are selling it to you, choose services, If not, choose friends and family. I am in the US. There is a way to add money for free to your PayPal account from a debit card and then send money from your PayPal account to them with no fees. Unsure how this works when there is the conversion.
