I wouldn't bother with OC tuner or Ryzen Master overclocking unless you're chasing benchmarks...it won't add much of anything to gaming and will hurt other daily workloads by stopping the CPU from bursting to it's algorithm max.
Remember Ryzen is always balancing heat, voltage, and clock speed trying to get the best safe performance from the chip. Turning on PBO will loosen up the motherboard settings so more than 88w will be available at the socket...but there's a catch to using it...things heat up much faster within the chip. Many people have found they get slightly better results without PBO on and just running the chip at stock settings due to that additional heat PBO introduces in the chip which causes the cores to downclock sooner than at stock. For example your CB R20 score may be higher after a few averaged runs without PBO...it will depend a lot on your cooling setup. Alright so I'm sorry to post about this if I'm just being stupid here but just want some help here. So I'm running 3700x at 4.4ghz at 1.34v and am now being told I'm damaging my CPU at that voltage and to enable PBO. I enabled PBO and it set my frequency to 4.4ghz and max voltage around like 1.42. That 1.4v really scared me and Ryzen Master does show it hitting the 1.4 when opening cyberpunk. But then apparently it should be ok to just leave PBO on and it will handle everything for me and that possibly PBO is affecting more of single core than all cores like I have it OCed to right now.
I just want an answer, do I just put PBO on and call it a day? Also having both PBO or the OC I have now, temps are perfect. I'm being told because idk much about PBO I shouldnt be messing with overclocking and that I'm damaging my CPU for having it at 1.34 but I just want to say all this is new. I had my Ryzen 1600 and it was just anything under 1.35v is okay and now I search about overclocking the 3700x and now they're talking about all core clocking vs some cores, using PBO or not, being told even 1.325v is unsafe. With that being said I'd love to know what's the right thing to do here and I apologize if I'm being completely ignorant

My cpu came in a pre-built Overclocked at 4.4 Ghz, I dropped the OC to 4.05 Ghz and I've noticed lower heat and like triple the performance, I'm running 3700X

I have PBO on mine set for motherboard limits with EDC, TDC, & PPT. Then Auto OC 100+ and Scalar at Auto. CPU voltage is set to Normal. A couple cores jump to 4450mhz and the rest between 4350 & 4400. I think the problem with voltage is 1.3+ being too high once the CPU has a significant load and starts using more amps. The voltage at stock will go up to 1.5, but that's at really low loads and thus low amps. All of that extra power pumping into the CPU will just burn it out.

PPT at 88w should be enough to allow the chip to burst to 4.4ghz if ASUS did their homework right. I don't have an ASUS board but I believe most x570 boards allow you to change the PPT setting independent of other settings...not sure why it wouldn't change...maybe someone with an ASUS board can chime in.

i got PBO set up to the max possible with my MSI B450 board but it doesn't go past 4.4ghz, mostly sits at 4.35ghz unless there's something really pushing it

Back when I originally swapped to AM4 in 2019 I had a launch day 3600X (July 2019 sample) and PBO did nothing for it except make it run hotter, so I just ran it at stock. It also never hit 4.4GHz on any core in it's life, highest I ever saw was 4375MHz. That chip ended up going faulty after about a year, and I had to RMA it. The 3600X I got back from RMA (May 2020 sample) boosted every core to 4.4GHz out of the box before I touched anything. It was also happiest with a +125MHz frequency override and the cores ran at 4525/4525/4475/4475/4425/4425, every core was boosting over 4.4GHz. Consequently it also had one of the highest CPU-Z single thread scores I've seen a 3600X achieve, and the all-core boost wasn't bad either, it was definitely a great chip: https://valid.x86.fr/2db8wv Basically if setting up a +75-150MHz frequency override in PBO doesn't result in any higher boost clocks over stock, then you've basically lost the silicon lottery and your chip is already giving all it has to give. If the frequency override doesn't work to increase clocks, tweaking any other PBO value won't either.

Set up BIOS right: cool n quiet, advance c states, processor cppc and cppc preferred cores all ENABLED.
In PBO, set it to enabled and MANUAL settings then PPT to 330, EDC and TDC both to 230. You can also put PBO Scalar to 5x or 10x if you're greedy. Also up to 200 Mhz additional boost sometimes helps but that depends on processor and motherboard.
EDIT: don't fall in the trap of trying to all-core overclock. Reason is that PBO lets the processor boost single cores to high clocks, much higher than you can get all cores to clock with reasonable voltage and temperature. Even heavily multi-threaded games only use one thread heavily and that's the one that's boosting and giving it good clocks when it needs it.

I'm using Corsair H100i RGB platinum 240mm liquid cooler so does it handle that good ?
I've got a CoolerMaster LM-240 and it's keeping my PBO'd 3700x in the mid 70's while folding at home, days on end. I can't imagine why yours wouldn't work just fine.

Hello everyone! I have been suffering with my Ryzen 3700X for a very long time and cannot find adequate overclocking for it, then I tried it on all cores - I need more voltage. I tried it on Per CCX - more voltage is also needed. PBO and offset at the moment, the only salvation to make + is a productive and cold system. I've been runnning my 3700x stock ever since I got it and i finally got around to overcloking it. I didn't know PBO was a think and just used clock tuner for ryzen to get a rough number for setttings and tuned from there. From what i hear PBO should get the best results but my manul OC kicked its ass and I am a bit confused by that. Under full load with PBO only it only boosts to 4.1 GHz and pulls 1.37 volts. My manual OC was able to do 4.375 volts (CCX1) and 4.350 volts (CCX2), only gets to 60C, and only draw 1.3 volts (I know there is more to gain just didn't know what the upper bound of voltage was so I keept it at 1.3V). I know the 3700x was not the best of overclockers but I feel I am missing something. Was PBO that bad when it came to 100% loads?

I've uploaded two files to show the difference during the test. I lazily used -10 on each core. Went from 14,800 to 15,100 points. I should have taken more screenshots but I didn't. Try it for yourself.
Unfortunately with the tool in beta you have to reapply the values after startup.
Hopefully we get Ryzen Master and more motherboard support on this front.

Question - why did AMD restrict undervolting via PBO2 using negative curves on the 5800X3D , was it because they haven't yet disabled the positive, overvolting part of PBO2? It is because the V-Cache needs the higher voltage? The 5800X3D does have a variable voltage right, not fixed? I just don't get it.
