I have some probably unhelpful advice for you. My suggestion is to buy one of these and to use standard paper or cardstock. The reason I suggest this is, given that there aren't really any affordable options to do what you're looking to do, not only would this save you a lot of money, but also at your current stage of development it simply makes the most sense. Prototypes should not look good. They should be messy, imperfect, and just sort of the worst. The reason for this is because if you put too much time and energy into printing out nice pieces you will be less likely to change them. Making something simple that looks horrible makes it SO EASY to tear up a card, or write a new one. I'd suggest taking a look at this article by Max Temkin, designer of Secret Hitler/CAH where he talks about prototyping to get some perspective on how the greats do it. When you're ready to really bring a polished version into Beta testing, that's when you can reach out to some cheap card printers to get nice beta decks printed, or invest in some fancy paper, but I wouldn't suggest doing anything like that until you're at that point of development.
