I found that for Python 3.9 if you enter the command as py -m pip install, the installation initiates as expected.

As you're "new to Linux", I won't suggest compiling from source. Instead, there is a PPA that you'll need to add to apt so that you can use 3.9. Here are the steps:
- Open Terminal (if it's not already open)
- Update
aptand confirm that you have the prerequisites installed:sudo apt update sudo apt install software-properties-common - The PPA you'll need to add is maintained by "deadsnakes", so let's add that:
You'll be asked if you want to continue. Press Enter to do so.sudo add-apt-repository ppa:deadsnakes/ppa - Update
aptagain:sudo apt update - Install Python 3.9:
sudo apt install python3.9 - Confirm that the installation was successful:
You should see:python3.9 --versionPython 3.9.1+
That's all there is to it. When you use anything that specifically requires Python 3.9, be sure to use python3.9 as the command, not python or python3.
Warning: Do not remove the default version of Python(3.x) which was preinstalled in Ubuntu, even if you install Python 3.9. Removing the default python version may break your system.
Install synaptic using
sudo apt update
sudo apt-get install synaptic
Then, open synaptic and click on search button. Type "Python 3.9" and press Enter. Now click on the box next to python3.9 and click on mark for installation. On top click on Apply button.

I am trying to install python 3.9. I uninstalled the recent version i had before by going to programs and just clicking uninstall and it said it uninstalled. I downloaded 3.9 from https://www.python.org/downloads/release/python-390/ and got Windows x86-64 executable installer. I installed and checked copy to PATH but when i run python --version in cmd, i get Python was not found; run without arguments to install from the Microsoft Store, or disable this shortcut from Settings > Manage App Execution Aliases.
What's going on here and how do i fix it? Do i now need to do something special with pip now that i want python 3.9? I have version pipenv-2024.0.1.
I have Python 3.9 installed with Windows 10 and have confirmed that pip is installed under my Python39 folder but when I try to utilize pip in my cmd window or in my IDE it keeps saying that it isn’t recognize. Is there a step to activating/enabling pip that I’m missing?
You don't need to install pip separately
You should be able to refer to it as such
python3.9 -m pip install
Hello everyone I fixed my issue.
The problem is we cannot override default python version in Ubuntu as so many things depend on it.
So I just made an alias as : alias pip3='python3.9 -m pip' and alias for python : alias python3='/usr/bin/python3.9'
If anyone face this issue please do what I specify and you will be good to go. Now all my packages are being installed in python3.9.
