According to https://stackoverflow.com/a/49106819 the PL2303 driver is already in the mainline kernel. There is a pretty good chance it is even already compiled into yours. Are you sure you don't have a `/dev/ttyACMx` or `/dev/ttyUSBx` (where x is any number) device showing up when you plug it in? More on reddit.com

This is going to be such a pain to get sorted 200km away without remote access. The best solution I can think of is to send them to a computer shop to buy a new USB to serial adapter, one with a cd containing the current drivers. After all, it's only a serial to USB adapter. They aren't expensive or specialised. Get a good one and you won't even need drivers, as Windows has a standard serial to USB driver built in. More on reddit.com
