powerbi is not likely to be a good fit for this reporting system overall, if you truly need users to write back to the DB from the report. acterys or others may enable it to a certain extent, but in my experience you're working against the purpose of the tool, so you're going to hit tons of trouble if it were me, I'd build a small UI using a simple webapp framework to do this. particularly if it's for internal use at your org only. No catch, you just don’t get access to paid features. Those paid features make it much, much easier to use Power BI in an organizational setting, but if you’re just using it for yourself it’ll be fine.
