PowerBI Pro is just the license. There isn't a PowerBI Pro Desktop option, just the normal PowerBI Desktop app. The Pro license gives them some additional features like the ones shown in your link. Power BI Desktop > Free download, can connect to various sources, has to be refreshed manually. Reports you make can be emailed to others. If they have the same access to the data sources used, they can refresh the data in Power BI desktop and it's good enough. Power BI Pro > $10 per month per user, gets you access to some of the cloud/online features of Power BI, like scheduled refreshes, cloud storage of content, etc. Anyone that wants to make/view reports needs to have a pro license. Power BI Premium > $15 $20 per user per month, adds some additional features online, like deployment pipelines and some other advanced administrative types of things. Premium users can access all reports. If a report is stored in a "premium" workspace (a folder that utilizes any of the premium features), anyone accessing that report needs to have a premium per user (PPU) license. Power BI Premium Capacity > Sold at the enterprise level. Your company pays $5000 a month and you don't have to further license any of your users. Anyone you give access to the report (even externally) can open and view the report. This also comes with more compute/storage resources so that you can have much larger reports and so on. This is being retired this year in lieu of Fabric. Fabric > Microsoft's new approach for all their Azure/Power BI data analytics related stuff. It's basically Power BI, but also includes versions of things like Azure Data Factory, Synapse Notebooks, etc. This is sold through various SKUs based around "capacity units" ranging from 2 to over 2,000. The idea here is that you are buying a certain amount of computer time per second, based on an average usage over time. The analogy I like to use is imagine a large bucket. This bucket represents the total power of Microsoft's computing power. The capacity units represent holes in the bucket. When you use any Fabric resources (like refreshing a dataset), that's akin to pouring water into the bucket. If you ever reach the top of the bucket, you have to wait to pour more in until there's room. The more holes (capacity units) you have, the faster the water drains out of that bucket. In other words, MSFT will process your requests as fast as possible, up to a limit. When you hit that limit (based on an average over time), you get throttled until some time has passed. The more capacity units, the faster that throttling is removed. An F2 SKU (the smallest) is a few hundred a month. An F64 (equivalent to the current Power BI Premium Capacity) is closer to $8k a month. If you have anything less than an F64, you still need individual licenses to access content. Anything F64 or higher acts like Premium Capacity does today. You also have to pay for data storage with Fabric, but those costs are like a few pennies per gigabyte per month, or something like that.
