This feature is available only if you have Office 365 subscription. Otherwise buttons will be available but greyed out.
Open Powerpoint > File > Accpunt and see whether Subscription Product is written or not.

I have Microsoft365 subscription and i have the 2016 version. In the insert>links section i only have link and action, zoom is nonexistent... WHY?? Im losing my mind over this for the past hour and a half.

This isn't entirely clear (Microsoft's fault, not yours). There's Office 2016 and then there are build/version numbers of each update to Office.
When you first start desktop (not web) PowerPoint, you'll see either "365" or the non-subscription Office version on the "splash screen" that immediately appears. Which do you see?
Can't you just drag the thumbnail of the first slide in the section onto your current slide?

I am trying to create a timeline presentation where clicking on a slide will zoom in. However after following countless tutorials I can not get the feature to appear. It in in the ribbon manager but I cant actually access it. I am running the Office Professional Plus 2016 Version 1912 (Build 12130.20344 Click-to-Run), any Idea how I fix this?
