So you will have to either upload to an album or the Mobile Uploads album then "Make Profile Picture" from there.

I can’t see my iCloud photos in the iphone photos app My iPhone is running on ios 14.6 I have around 16000 pics stored on icloud. I turned icloud photos off and my gallery was left with only 600 photos, which was expected. When i turned the icloud photos back on, (optimized iphone storage option) my photos app is stuck at Updating (number of pics) Items.

Simply press and hold or long press the picture you want to make as your profile pic and voila! The option to "make profile picture" will come out.

I just spent two days and 4 chats in with Apple about this! Hoping I can help. First, try changing the image on your child's ipad or iphone by going to settings>click their name at the top (account), select personal information, then edit the image. If they don't have a device or this doesn't work, try logging in with their apple id on icloud.com and going to settings ( https://www.icloud.com/settings/ ). Click "change their apple account photo". If this still doesn't work, the last step I took that worked for me was going into their device and visiting contacts. I found their contact entry and updated the photo there. If they don't have a device, you'll need to use one of your devices and sign in as them. I hope one of these helps! It drove us crazy!!
