How rating works??? (New to CodeForces)
Look up for Elo Rating. Basically if you score more than someone who has more rating than you, then you earn more points. If you score less than someone who has less points than you, then you loose more. Minimal change if you score more/less than a person of same rating. More on reddit.com

I'd suggest finding a different metric to do this. By taking top 20, you disproportionately give better results for larger colleges (ie. top 20 in a college with 1000 people is going to be on average better than top 20 in a college with 100 people). More on reddit.com

Disclaimer: Anyone can put anything in their organization in codeforces from what I know, so for example if someone has IIT in their codeforces profile, it doesn't mean for sure that they are from IIT.

Also I chose only top 20 people of respective institutes as I think it gives a fair evaluation.

This ranking mainly shows the coding culture around the institute.
(I have seen people mention coding culture without actually mentioning what it is, so I was quite confused about how do you even compare the coding culture of two colleges, hence I created this list for my curiosity)

But then again someone might have just created a profile but not put their institute which means I can't include their ratings here and some people might just be grinding on other sites.

Also I am not sure if people remove their institute after they graduate from their profiles, so this might include people who have already graduated.

These are just some of the flaws I mentioned, and it may include more.

So take this ranking with a grain of salt.

I have marked Tier 1 IITs as green, Tier 2 as yellow, Tier 3 as red. Now this is based on your tier lists so don't debate with me on this one.

Note: IIT Goa only had 9 members. IIT Tirupati only had 11.Note: Depending on the response of this post and if people demand it, I might create the same for all institutes.
(I haven't automated the process so it takes time)

EDIT:

After user Fane1824's considerations I have changed the metric to top 20 percentile (but this also has flaws as the college with 11 people will have the average of the top 2 contestants)

Also I have only considered the users which have been assigned ratings for calculating total.
