Depending on the size of the transaction going to an HSBC ATM might be best - I think you can withdraw 50k PHP, perhaps more, in one transaction/one fee. I also use Western Union to send myself dollar from my overseas bank, then convert said dollar at the money changer with the best rates. I did this when sending more than 1k, but less than 2.5k. You have to select dollar payout and find a branch that generally has cash. Larger than that I send direct to a local bank. More on reddit.com
