Hey, itll be 5 to 10 maybe even 15 bucks depending on quality of zipper used, unsure how long to replace a zipper on pants but in my experience replacing zips on other things maybe half hour to 45mins at most per pair, assume 1$ a minute for labour which is probably cheap... I think you're getting an alright deal. In saying that im not a seamstress, you are also paying for the fact they have tools and other consumables/overheads they need to cover cost of. Unless you have thread sewing machine etc all at home already itll cost you more to do yourself probably for less quality if you're not experienced, which if you were and had the tools I assume you wouldn't be asking. There is a hobby shop idk if still around but you can use their sewing machines etc too if you want to try yourself, get zips from spotlight by the warehouse and hobby shop is in square.
