What do you all think in regards to return shipping with not accepting returns vs having buyer pay return shipping?

My thought is if a buyer submits an INAD(Item not as described) the seller is responsible for paying return shipping even if they do not accept returns for that item. Whereas with buyer paid shipping the buyer would be responsible for return postage regardless of the reason.
