That’s the Speak and Spell voice synthesizer.. it was a toy from the 70-80’s.. there were different models, ones that could just say a preset list of words and later models which could repeat whatever you typed in. Here’s the original firmware running in the MAME (multiple arcade machine emulator).. you’ll probably need to find the instruction manual as a pdf.. you get a bonus upside if you learn how to use MAME there are tons of great classic arcade games you can play (also found on internet archive) MAME Speak and Spell emulator More on reddit.com
