Motherboards can be sensitive about USB drives used for BIOS updates. Use the smallest and oldest USB stick you have. Check if the update file needs to be renamed or placed in a specific place on the drive before flashing. And of course, make sure you have the correct update file. Good luck.

I have a Z790-E Gaming WIFI and a 13700k. Just saw all the videos about the Intel issues so I updated to the 2301 bios the other day. Intel Default Settings was causing my temps to get high and fans to ramp up more than usual which was weird. The Asus OC Profile was behaving like the older bios revisions for me so I stuck with that. Aside from the high temps and heat from the Intel Default Settings option everything ran fine in either profile. I just updated to 2402 since I saw it was out last night and now I'm getting out of memory errors for the first time ever (had it since launch) and it happened immediately on shader compilation in The First Descendant, didn't even make it into the game and now it keeps doing it no matter which profile I pick. So, yeah that's awesome. I would hold off if I were you. I'm gonna revert back to either 2301 or an older one before all this nonsense to see if things get back to normal or if some lasting damage was done.

I just updated my Z790 Maximus HERO and the BIOS warns you on any little change. The Intel baseline is forced for Performance or Extreme power targets which forces you to leave everything on auto. There is an Asus OC mode you can switch too as I have my 14900K undervolted @ 5.7 P cores and 4.3 E cores however the BIOS warned me on all clock speed and voltage/power target changes which is quite annoying. Otherwise I was able to boot up eventually and I'm having problems that did not exist prior with the same settings. Probably going to go back to 2202 as I had no issue after a little tinkering.
