Will Rufus work for upgrade to Windows 11, or must it be a clean installation?

I’ve got a couple clients running Windows 10 Pro, and just can’t afford to have me update them to Windows 11 by October 14.
I understand that Rufus will install Windows 11 on noncompliant machines. Will this work for an upgrade (keeping files, folders and programs), or must it be a clean installation from scratch?
I want to use the same USB drive to install Windows 11 on my PC (i7-11700) and my unsupported Laptop (i7-7700HQ)
Can I always check the option "Remove requirement for 4GB+ RAM, Secure Boot and TPM 2.0" when creating the Bootable USB drive and use it on any machine, or do I need to redo the installation with Rufus and uncheck that option before installing Windows on a supported PC?
Just want to know if this could cause any issues or if it just prevents Windows from checking the requirements.
I have an Alienware Aurora R8 that was perfectly happily running Windows 11 on its Series 9 i7 CPU. Long story short, Windows became unable to detect the TPM (or PTT) even though it's enabled in BIOS. Gone through dozens of steps to remedy; looks like hardware failure of either TPM in CPU or motherboard.
Is there a way to simply bypass the TPM requirement on my existing install to update Win11 with Rufus (and use the existing license) without reinstalling?
