Measure U was technically two different ballot questions. A temporary measure expired in 2019 and Sac voters approved a permanent one in 2018.
“Real difference” is debatable. Local governments will always find ways to spend money and I’m sure people have a pet list of projects that “wouldn’t be possible” without U. Still, cities and counties all over CA are far too willing to turn to voters with empty pockets turned out.
