I’ve bought Galaxy Watch 4 Classic in the Netherlands, but there is no Samsung Pay or Google Pay on the watch. Samsung Pay is simply not available at all, and Google Pay works perfectly fine on mobile devices, but not on wearables for some reason.
I am currently in the Netherlands, but I also have a Russian credit card linked to my Samsung Pay account, so ideally I wanted to be able to use both spay and gpay. I was able to enable them on my phone and link both Russian and Dutch cards, but the watch proved to be a challenge.
After many failed attempts, I was able to finally enable both Samsung Pay and Google Pay on the watch. I have not really tested paying with the watch in a store, but at least I got all the apps running. I’ve messed A LOT with both my phone and my watch, but I think I can summarize the required steps (let me know if it works for you or if I’ve missed something!). Make sure to make the backups before proceeding.

Reset your watch and during the onboarding select one of the countries where Google Pay and/or Samsung Pay are supported on wearables. For gpay you can check the list here: https://support.google.com/pay/answer/9023773#pay-with-wear&zippy=%2Cpay-with-wear-os, not sure about the spay though. The list of countries will also depend on your firmware/csc, but I went with the UK.

The Google Pay was still missing from my watch, and I’ve tried sideloading various versions but none worked. Finally I’ve found this one that works: https://www.apkmirror.com/apk/google-inc/google-pay-android-wear/google-pay-android-wear-2-135-389276953-release/google-pay-wear-os-2-135-389276953-android-apk-download/. You need to enable developer mode on your watch (Settings => About watch => Software => tap multiple times on "Software version") and “adb debugging” + “Debug over wifi” in the developer options. Then sideload the gpay app through adb or an app like Bugjaeger.

Use the sideloaded Google pay app on the watch to add any of your gpay cards.

Enabling Samsung Pay (you must have a card from one of the supported countries):

Start the Samsung Pay app on the watch and try to add a card. You will be redirected to your phone to continue, but it will fail since it’s expecting a UK card.

If you check the details of this app on your phone, it turns out to be a “Watch plug-in”. Stop it and clear all of its data. Connect your phone to a VPN in the country where your card was issued (Russia in my case). I’ve also used an app to spoof my phone’s GPS location to Russia, but I am not sure if it’s really needed.

Start the “Watch plug-in” again. In my case, it immediately started to download an update and once it has finished, it turned into a “Russian” spay and I was able to link my card successfully.
