Rankings of largest MSAs in the US have SF-Oakland-Fremont at No. 13 with approx 4.6 million people, and San Jose-Sunnyvale-Santa Clara at No. 23 with just under 2 million people (2022 estimates from wiki). Together they'd be 6.5-6.6 million and the sixth largest MSA in the country, at least for now. Seems like a unified whole to me.

Yes it's odd. I'm from the GTA, it's roughly the same size. LA metro also makes the Bay look tiny.

Combined statistical areas serve this purpose and the bay area is indeed the 6th largest one of those, albeit with a larger population than your 6.5 From the wiki for MSAs, describing the Core Based Statistical Areas MSAs are defined by: CBSAs are delineated on the basis of a central contiguous area of relatively high population density, known as an urban area or urban cluster. The counties containing the core urban area are known as the central counties of the CBSA; these are defined as having at least 50% of their population living in urban areas of at least 10,000 in population So it sounds like the Bay Area is not one MSA because MSA's are not intended to be so multipolar.
