Make that formal complaint and if they don't give you a satisfactory response then take it to the Ombudsman (they will reply within 8 weeks). As it's complaint/Ombudsman territory you can ask for some money to cover those bills as part of the compensation. More on reddit.com

July 26, 2020changing details at bank? (santander)
I recently changed my name with Santander, I went into the bank with an original copy of my deed poll (unenrolled) and my driving license which still had my old name. Said I wanted to change my name, they took a photocopy of my deed poll and changed it within ten mins. They also asked if I wanted my title changed and although I didnโt as it was already Mx. I assume theyโd be happy to do that at the same time (I didnโt have to supply anything when I changed it years ago). More on reddit.com

It can happen. Especially if there is a lax employee or newbie. But yes if nothing was taken they should get you a new online banking id and password. They should also close and open a new account. Then set up a special phone password that only you know for over the phone inquiries. More on reddit.com

Also alerts set on the website donโt seem to sync with the app. I also wish Santander supported Zelle.Aside from functionality, the app definitely needs a design refresh.
