Ghosts with sheets are a pretty low budge but crowd pleasing option. One guy near us won the home of the season by doing that. A few floodlights can pretty inexpensively create a cool atmosphere. Lights on bushes are also a cool and relatively cheap option. Graveyards aren't hard. I like the cool designs on the foam ones most of the big box stores have, but a good wind will blow them away so I mount them to plywood. Plywood ghosts and bats are also pretty easy to do.
