Guys i have a question. I had been applying to get into engineering positions and was told that i need a security clearance of secret for that. My current job needs reliability. In my previous searches for an upgrade in clearance, my understanding was that it is given as per job requirement ( so as per that they wont give me the upgrade unless my current job requires that) but the engineering manager i interviewed with said i need to already have it and should apply for it by myself. Am i missing something here or is this a vicious circle where you need to have the clearance for a job and you cant get it unless u have the job?

In my experience it needs to be requested by the department hiring you / doing the pool. I would think if people could request them themselves it would cause a lot of unnecessary work.

Position based and depts are backed up so they won’t give it to you unless you need it for your position. Just like language testing. The interested manager should be able to make a request for you to get the clearance …. But security often wants the manager to say it’s a “for sure” hire as to not waste their time. Very catch-22. I used to work at a smaller dept where we have anyone that wanted secret the opportunity to apply because it was found to be a career limiting barrier based on operation stance of security across the FPS.
