Is there anyway where I can pay someone with simply a credit/debit card to someone’s PayPal?

It seems like if you just want to send your friend money you HAVE to have an account.

The answer is more complicated than "No, there is no way".
There is no guaranteed way. You may need to create a PayPal account, and it is recommended that you do so. All you need is an email address to sign up, and you will have more protections this way.
However, if you really want to try paying as a guest (not recommended), you can do so in various ways -- most directly with a link like this (which you will need to edit to suit the recipient, item, and purchase amount):

This simulates a "Buy Now"-style button. If the seller has an account in a country that allows payments from a guest, and you have an IP address in a country that allows paying as a guest, and many other anti-fraud criteria are met, you may be able to pay as a guest.
It is not recommended that you pay as a guest. Just sign up for a personal PayPal account, since having one is useful, painless, and gives more protections to you.
You can indeed pay someone without a paypal account, but the caveat is you need the seller to generate an invoice within their paypal account and send you a "pay now" email. The email will have a link in it, and when you click on the link, you will be presented with the option to pay with a credit or debit card, which does not require an account. Of course, you will be prompted with the option to create an account, but an account is not required in order to use paypal to make the payment, if you are paying with a debit or credit card.
Creating an invoice is a trivial effort for the seller (it takes all of about 10 seconds) and someone who is eagerly awaiting your money should be happy to do so.
I have 2 PayPal accounts for this purpose (with different email addresses).
The first account is tied to my real email address, and has my real name, phone and home address associated with it. This account is also connected to my bank account and credit cards.
For riskier transactions where I don't need physical delivery (or will accept delivery to my local post-office in cases where I don't trust the seller with my personal details) I use my secondary account, which has a secondary email address of mine, and a fake name and with a fake address, it is not connected to any external accounts.
To send or receive money "anonymously" I first send money from my real account to my fake account (inter-account transfers are free with PayPal), and then send the money to the seller from the fake account.
This is in violation of PayPal's terms of service, but I've been using this system for the past 5+ years without any issues.
If that is what you insist upon, don't use PayPal. This is one of the supposed justifications for the existence of cryptocurrencies
Just like the title says. I'm from the Philippines and i commissioned someone from Poland to translate a manga for me.
But when i try to click the "Transfer funds" it says "There’s nothing to transfer right now. Try again when you have a PayPal balance."
But i have my bank account linked to my paypal account.
So does this kind of payment menthod work?
