Is ProMar 400 okay for ceilings in the entire house after a popcorn removal job?

I don't really have a good answer here because our store sells neither chb nor master hide, but we always try to sell pm ceiling paint at my store. When I went to training recently, they said the latest revision of Eminence, the one with rex 3815i think it is, is supposedly based on pm ceiling paint. I plan on doing a paint out at my store to verify this, as we have both the old and new.

I'm looking to hire out my popcorn ceiling removal before I move in and this was the paint they were looking at using. I've heard it's a builder-grade paint but if it's only for ceilings, would it honestly matter in day-to-day use? I can't imagine needing to clean the ceilings much or getting any scuffs on them. While I want to make the house look great, I am still on a budget and ceiling painting isn't the highest on my list and I'd rather save some money if possible on this part. As long as it's functional, I'd be happy.

So I bought a condo a year ago and almost immediately the walls became dirty and impossible to clean. Many people in the building repainted their walls, and the building engineer said the developer used extremely cheap paint, which is why the walls get dirty so fast and cannot be cleaned. So I looked at the spec sheet and it only said the paint was Sherwin Williams 7028 Incredible White.
I visited the Sherwin Williams store yesterday and asked if I could use any paint, and was told I need to use the exact same kind the building used. I e-mailed the manager and they said the exact paint was actually ProMar 400 Zero VOC. However this exact paint was not available at the Sherwin Williams store. Based on how dirty the walls got, the gentleman at the store thought they might have used something called dead flat paint. But after reading some threads on ProMar 400, it seems that it's a commonly used paint by apartment buildings.
So my question is, should I repaint the walls with something better like Emerald? Is ProMar 400 a low quality paint? Because after only a couple months my walls were very dirty all around and I have not been able to clean them. I also don't know where I can find ProMar 400. The building engineer was under the impression they used the cheapest Sherwin Williams paint they could find. But I don't know enough about paint to know if that's true.
