Who was morally better: Stephen of blois or empress Matilda

I remember when I was about 11 I read a book about Stephen and Matilda. The impression I got back then was that Matilda was a capable ruler but considered harsh and authoritarian, while Stephen (though weak and indecisive) was considered fair and just, and largely a benevolent figure. Is this a fair assessment of Stephen's character, not just as a king but as a person? What is the historical understanding currently?
