So far as I recall it was more of an answer to the perceived threat of the American Valkyrie project (though not exactly a like for like response). Though a Soviet SST was sketches out on its basis. Until Tupolev took the contract. Interestingly the Tupolev Tu 144 was primarily designed as a civilian project, which is generally the reverse of how Tupolev typically operated. Though Tupolev tried to propose military variations of it for similar missions to the T-4s the entire plan was quickly mooted as missile technology simply made them economically unfeasible.
